Click generate button again and again until you get the New Yor address. You can easily locate the address is it New York or not near the fake name. If there is 'NY' it's mean New York if not then click on generate button again but this is not very important.
5. Follow the instructions from below image to provide address detail to PayPal form.
6. After providing the address detail and clicking the "Agree and create account " you will ask to link your card but you will do nothing and simply close this browser window and open Paypal home page by visiting this https://www.paypal.com/us/.
7. Click on MY Paypal button and on next page click on "Confirm email" to verify your email address.
8. Open your email account to confirm your email address. PayPal offers you to setup security questions to protect your account. Just choose questions, provide answers, keep nationality United States and finally hit submit button. Close the link bank account page form browser.

Steps To Verify PayPal account
Before following these steps I assumed you already made PayPal account. The verification steps are too simple you just need an account in any USA bank but it's impossible to open an account in any USA bank because you are not the citizen of US. Then how we can open account in any USA bank?

2. After successfully creating the Payoneer account login into your Payoneer account and note your "Bank Account Number" and "Routing Number" follow the image.
3. Login into your PayPal account and follows the next steps from below image.
PayPal will send 2 small amounts to your Payoneer account for verification purpose which is mostly $0.12 and $0.14. When you will receive this small amounts in your Payoneer account, which you can locate "Payment History" section in your Payoneer account, then login back to paypal and follows the next procedure from below image.
Congratulation you are now verified PayPal account holder, you don't need to link your card or confirm mobile number, you can use your PayPal account fully without any restriction anywhere in the world.
